How to develop FLASH Apps with open source Software.

After going through the whole bunch of confusing namings from Adobe, I just figured out that the "programming languaje" for Flash is called ActionScript. I am not a web developer, so I am taking up the learning curve.

So, after googling a couble of hours, I managed to understand that Adobe will not hand me a copy of their software without giving them a lot of mony wich I don't have right now. So, Is any open technology out there that can help to create Flash content without giving away all I can earn in 3 years?
